Dr. Melissa McCracken
Melissa McCracken is Assistant Professor of International Environmental Policy and the William R. Moomaw Assistant Professor of International Energy and Resource Policy at the Fletcher School. She directs the Shared Waters Lab based in the Center for International Environment and Resource Policy (CIERP).
Prior to joining The Fletcher School at Tufts University, Melissa was a Post-Doctoral Scholar with the Program in Water Conflict Management and Transformation, as well as the Manager of the Transboundary Freshwater Diplomacy Database housed at Oregon State University. She has a Ph.D. in Geography from Oregon State University, an M.Sc. in Water Security and International Development from the University of East Anglia, and a B.S. in General Engineering from Cal Poly San Luis Obispo.
Her research focuses on international water policy and management, cooperation and conflict over shared surface and groundwaters, and conflict transformation surrounding environmental resources. Broadly, she supports interdisciplinary research and teaching for water policy and management. Water is both a human and physical resource and therefore requires collaborative and effective technical and policy solutions.
Melissa is the author of Defining Effective Transboundary Water Cooperation (Routledge 2022), as well as other articles and book chapters available on the publications page.
In addition, she is an affiliate faculty member in the College of Earth, Ocean, and Atmospheric Sciences at Oregon State University, working in collaboration with the Program in Water Conflict and Transformation, directed by Professor Aaron Wolf. She is also an affiliate member of the International Water Law Academy (IWLA) at Wuhan University and is a co-organizer for the IWLA Emerging Scholars Initiative with Dr. Dave Devlaeminck and Ms. Zaki Shubber.
